 "PART 1. GENERAL.

7000.  The provisions of this Title apply to the making of, or causing to be made, in any district real property, roadway, or easement, any excavations, tunnels, or soil disturbances of any kind and for the performing, placing, constructing, repairing, changing or removing of encroachments or structures thereupon. Anyone performing or causing to be performed such acts shall not begin or proceed without written authorization from the District Manager or issuance of permit. To protect all existing road improvements including pavement, monuments, water and sewer access, slope, gutters, water flow lines, curbs and berms:

(a)  No privately owned vehicle shall, except in emergency, without a permit to do so, enter upon, exit from, or cross over a roadway at any point except at another roadway or a driveway with approach constructed in accordance with this Title. Where no specific provision is made to the contrary, a permit shall be required for each place of egress/ingress which shall be clearly identified in the application.

No privately owned vehicle shall drive over or on or park straddling a District roadway curb of asphaltic or concrete construction without an encroachment permit to do so.
No privately owned vehicle shall, except in emergency, without a permit drive upon that portion of the District right-of-way which is not paved. 

Each applicant for an excavation or encroachment permit shall file with the application a plat in quadruplicate showing the location at which the proposed excavation or encroachment will be, together with the exact location and dimensions of the proposed excavations or the specifications andcharacteristics of the encroachment, together with details which the District Manager requires. When excavations are made for service connections or for the location of trouble in conduits, cable, or pipe, or for making repairs thereto, the District Manager may waive the filing of a plat. Approved plats shall become public records.

Immediately upon completion of the work necessitating the excavation or encroachment permitted by any permit issued, the permittee shall promptly and in a workmanlike manner restore the area affected by his activity to a condition satisfactory to the District Manager.
