Planning and Building in Stallion Springs
Kern County administers all zoning land use and building permits along with fire and health functions such as animal control.

However, Stallion Springs is a planned community with covenants, conditions and restrictions (CC&Rs) to ensure quality development and living while protecting property values. To this end, it is essential that any planned property improvement be first brought to the attention of, and receive approval from, the District Design Review Agent (DRA). There should be no movement/disturbance of earth on the property until authorized by the DRA. No tree should be disturbed until specific approval has been given by the DRA.

The CC&Rs apply to Tract 3445 or Parcel Map 4294 within the District. They address improvements and uses of your property. You are encouraged to read the CC&Rs before you purchase, develop, and use your property. Copies of the CC&Rs are available at the District office or printable from this website. Additional requirements have been established by later Resolutions of the SSCSD Board of Directors including Resolutions 2003-2 dealing with construction details, 2003-10 dealing with CC&R enforcement and 2003-13 dealing with tree protection. Prior to planning, it is essential you become familiar with these Resolutions, copies of which are available at the District office.

The Design Review Agent
In accordance with the CC&Rs, a Design Review Agent at the District office reviews all proposed property improvements, including construction of a new home, house additions, fences, new painting or roofing, etc. A District-issued encroachment permit for your driveway is required prior to submitting any building plans to the Design Review Agent. There are applications and some fees for these services. Prior to making any improvements, please contact the District office for the appropriate forms.
